Comprehensive Supports Waiver Program (COMP)

COMP Program Overview

The Comprehensive Supports Waiver Program (COMP), facilitated by Zeppone Caring Hands, provides home- and community-based services to individuals with intellectual and developmental disabilities (IDD). This program is part of a state-administered Medicaid initiative aimed at offering essential care and support to enable individuals to live more independently within their communities.
 

The Department of Community Health (DCH) oversees the Medicaid program, including the COMP waiver, while the Department of Behavioral Health and Developmental Disabilities (DBHDD) manages day-to-day operations through its Division of Developmental Disabilities. The DBHDD Central Office coordinates statewide management, while regional DBHDD offices are responsible for local implementation, including intake, service authorization, quality control, and crisis management.
 

Access to COMP services is managed through DBHDD regional offices or a central entry point, available via a toll-free number or online portal. Individuals who qualify typically have intellectual disabilities or closely related conditions, such as cerebral palsy, epilepsy, autism, or other neurological impairments. These conditions generally necessitate the level of care provided in intermediate-care facilities (ICFs) for individuals with I/DD.

Goals of the COMP Program

The primary purpose of the COMP Program is to support individuals with significant care needs by offering a comprehensive range of community-based services. This helps prevent institutionalization and supports individuals transitioning from institutional settings to community living.
 

Key objectives of the COMP Program include:

  • Providing an alternative to institutional care by delivering intensive in-home or residential support.

  • Enhancing independence and quality of life for individuals with IDD who require ongoing support.

  • Promoting community inclusion and social participation.

  • Offering opportunities for self-direction and personalized care planning.

  • Safeguarding the health, safety, and overall well-being of program participants.

Who Qualifies for Both Programs

To be eligible for COMP services through ZCH, individuals must meet certain criteria:

  • Have a documented diagnosis of an intellectual or developmental disability or a closely related condition.

  • Require a level of care comparable to that provided in an Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF-IID).

  • Be eligible for Medicaid and meet the standards for receiving community-based care as an alternative to institutional placement.

  • Demonstrate a need for comprehensive or intensive support, either in a residential setting or through in-home care.
